For now, Billy is busy wooing Sally Spectra (Courtney Hope), and Chelsea even encourages their relationship. She wants Billy to be genuinely happy, and thinks Sally’s love can guarantee that.
It’s actually Billy’s partnership with Phyllis Summers (Michelle Stafford) that doesn’t sit well with her.
